A blue ribbon committee was convened in the 1990s by Bernadine Healy, former director of the NIH for a trial of HIV vaccines.
So much for such committees, a viable HIV vaccine is still years in the future. “Blue ribbon” is a popular adjectival synonym for “highly-qualified”, derived from the blue ribbons that may be awarded to the first-place winners in a competition.
