The intent of the PPACA is to reduce both the number of uninsured Americans and the overall costs of health care through various mechanisms, including mandates, subsidies, and tax credits to employers and individuals to increase the coverage rate. The Act requires insurers to cover all applicants and offer the same rates regardless of pre-existing conditions or gender.
