Definition A term of art for a sizeable increase in demand for medical services in the face of a natural or man-made disaster–e.g., Ebola outbreak in Africa (2014), compared to the baseline demand for those services.

Dimensions of surge:

• Influx (volume rate)

• Event (type, scale and duration)

• Resource demand (consumption and degradation).
