A report published in 2000 by then Cabinet minister Ian McCartney (UK) on how to avoid IT*-related failures.
*Information technology The essence of the Report was to put someone in charge of the project–cleverly calling that person Senior Responsible Owner. McCartney pointed to Singapore, where every successful IT project was sponsored by a senior manager held accountable for the results.
However, because civil servants in the UK move about like gipsies/gypsies, few are kept on a project long enough to bear the brunt of their cockups. Thus, while lessons gleaned from the McCartney Report are great in theory, they don’t play out well in the world of UK bureaucracy.
