A phrase that first appeared in UK legislature in the Salmon Fishery Act 1861 and the Alkali Act Amendment 1874, which placed a limited onus on potential polluters of public waters to render harmless the liquid and solid matter they discharged from their works, using the best practicable means, within a reasonable cost.

Whilst the term is loosely synonymous with the term best applicable means, which was first used in the 1992 OSPAR Convention, and in practice, is used as a synonym, strict application of the latter term could potentially require an enterprise to convert the effluent into a pristine state, regardless of the cost.
