A man-made or natural disaster in which so many persons are injured that local emergency medical services are overwhelmed and/or critical components of the emergency services are destroyed. 

Mass disasters may result in hundreds–e.g., airline accident, building collapse to tens of thousands–earthquake in Armenia–1988, industrial accident in Bhopal–1984, to even hundreds of thousands–e.g., the Boxing Day Tsunami (2004) of injured victims requiring immediate medical attention; the US National Disaster Medical System currently operates under a civil defence model, which is more directed toward military protection of its citizens than addressing nonmilitary threats to life and limb.
